In response to this the Pennsylvania Railroad borrowed a 2-6-6-4 Class A of the Norfolk and Western Railway and a 2-10-4 from the Chesapeake and Ohio Railway. Both locomotives underwent extensive testing, with the C&O 2-10-4 chosen to be produced.

In 1930, the C&O ordered the first of forty 2-10-4 "Texas"-types from Lima, which they classified as the T-1 class, and they shared identical design features with the Erie’s 2-8-4s. [ 1 ] The T-1s were equipped with a trailing truck booster that exerted 15,275 pounds-force (67.95 kN) of tractive effort.

The Chesapeake and Ohio Railway's class L-2 comprised eight coal-fired 4-6-4 "Hudson" type steam locomotives numbered 300–307 and built by the Baldwin Locomotive Works of Philadelphia, Pennsylvania in 1941. They had roller bearings on all axles, and the first-built, No. 300, also had roller bearings on its side and main rods.
Reading Blue Mountain and Northern 425 is a G-1 class 4-6-2 light "Pacific" type steam locomotive built by the Baldwin Locomotive Works for the Gulf, Mobile & Northern Railroad. After the GM&N was consolidated into the Gulf, Mobile & Ohio in 1940, the locomotive was renumbered No. 580 and served in passenger service before being retired in 1950.
