The predecessors of CapMetro date back to the late 1800's with the establishment of streetcar services in Austin. In 1874, the City of Austin granted the Austin City Railroad Company a franchise for a "horse or mule railroad" [3] on Congress Avenue, Pecan Street (since renamed Sixth Street), and 11th Street. [4]
