Biddeford (/ ˈ b ɪ d ɪ f ər d / BID-if-ərd) is a city in York County, Maine, United States.It is the principal commercial center of York County. Its population was 22,552 at the 2020 census. [2]
Frederick Payne was born in Lewiston, Maine, to Frederick and Nellie (née Smart) Payne. [1] He received his early education at public schools in his native city, graduating from Jordan High School. [2] As a child, he worked as a newsboy, grocery clerk, theater usher, and dishwasher. [3]
He served as a Biddeford City Council member from 1976 to 1992. [4] He retired as a teacher at Biddeford High School in 2012. [5] Casavant earned a B.S. (Bachelors's Degree of Science) in psychology from the University of Maine in 1974. In 2004, he earned a M.A. in American and New England Studies from the University of Southern Maine. [4]

Twomey was elected Mayor of Biddeford in 2006 and was re-elected in 2008 and 2010. In November 2011, Twomey was defeated for re-election by State Representative Alan Casavant. [2] On April 2, 2015, Twomey was ejected from a public meeting in Saco after she tossed a jar of Vaseline onstage after heated comments regarding Maine's budget. [3]
