In 1990, following a shortage of funds within the public library system, the city of Lynn Haven took over responsibility of the library, and it is no longer part of the Northwest Regional Library System. The library's name changed from the McMullin Library to the Lynn Haven Public Library to honor the change in ownership.

By 1985 NOTIS integrated the public access catalog , circulation, acquisitions, serials control, cataloging, authority control, and database management. Automatic fund accounting was also under development.
