The garden was established in 1974 by Dr. Virgil Place and friends to specialize in ever-blooming (pua mau) woody plants. Its stated mission is to promote awareness of, and conduct research on, the uses of flowering plants in a Hawaiian arid environment for ornamental, agricultural, and bio-regional purposes.

The gardens contain one of Hawaiʻi's best cycad collections, with 126 species from Africa, China, North and Central America, and Australia. [2] It also contains an international collection of palm trees, and all five 5 species of Big Island Pritchardia. [3]
The grounds also contain an archaeological site called a Heiau, Kealakowaʻa Heiau ("temple on the way for dragging canoes" in the Hawaiian Language). This ritual site, built in the time of King ʻUmi a Liloa, was used for construction and blessing of canoes. It can be viewed from the Kona Educational Foundation Center.
