The purpose of the article isn't to be of service to JROTC nor is it to defend the standing of JROTC. Editors should be agnostic to whether the article does JROTC disservice, by maintaining a neutral point of view. The stated reasons for reducing the mentioning of 'recruitment' seem to have a strong POV bias and should be rejected.
The primary difference is that NROTC Midshipmen attend an ordinary civilian college or university, whereas Naval Academy Midshipmen attend the U.S. Naval Academy in Annapolis, MD, which is a much more regimented, military environment.
