Leslie's was founded in 1963 by Phil Leslie, Jr. (son of Hollywood comedy writer Phil Leslie, Sr.) in a single location in North Hollywood, Los Angeles.Leslie, together with partner Raymond Cesmat, began the company by opening a chain of swimming pool supply stores in the Greater Los Angeles area.

Its main thoroughfares are West Broad Street (U.S. Route 40) – upon which two welcome signs for the neighborhood sit (one near I-70 and one near Wilson Road) – Mound Street and Hague Avenue. The Greater Hilltop area contains newer and historic neighborhoods, schools, various stores, industrial areas, and recreational facilities.
The park also includes a small graveyard. A portion of the park property was home to Joseph and Sally Pool, a pioneer family that moved there in 1812, and had 13 children. The family's original burial site is lost, though their headstones were found stacked off-site, and recreated within the park.
