Telephone numbers in area code 678 were first assigned to customers signing up for new telephone service on January 15, 1998. On September 2, 2001, area code 470, was added to the 678 overlay area of area codes 404 and 770. [1] Telephone numbers from the NPA were assigned after exhaustion of area code 678.

Each NPA is identified by one or more numbering plan area codes (NPA codes, or area codes), consisting of three digits that are prefixed to each local telephone number having seven digits. A numbering plan area with multiple area codes is called an overlay. Area codes are also assigned for non-geographic purposes.

[2] Georgia is served by ten area codes. The newest area code, 943, went into service in March 2022 as another area code for the Atlanta area. [3]
When it changed to 10 digit dialing people started having to remember area codes all the time. When 770 came out people started writing 7/ as short hand for the area code, so when 678 was introduced it was treated the same way with a 6/. Atlanta had 10 digit dialing before the rest of the country so it's probably not common in most other areas.
