Steelheart/Sergeant Emily Hart and Steelwill/Sergeant Will Hart (voiced by Maggie Wheeler and Bob McFadden) are fraternal twin siblings. They became Steelheart and Steelwill respectively when they joined the SilverHawks. Steelheart and Steelwill had artificial hearts implanted during their transformation. Their armors are both a dark steel color.

The series involved a team of heroes that could transform into amalgams of human and marine animals and resembled the series ThunderCats and SilverHawks, also developed by Rankin/Bass.

Camp started his animation career as a designer for animated series such as ThunderCats, Silverhawks, TigerSharks, and several other series produced by Rankin/Bass. [3] He then worked as a designer on The Real Ghostbusters for DiC, and later as a storyboard artist on Tiny Toon Adventures for Warner Bros. Television.
Kenney is also known for his voice work as Lion-O on the 1980s Rankin/Bass cartoon ThunderCats, and Karate Kat, a martial arts blackbelt cat featured as part of The Comic Strip. He was the voice of Bluegrass in SilverHawks and Dolph in TigerSharks. [1]
