In 1965, a one-party election returned Nyerere to power and two years later he issued the Arusha Declaration, outlining his socialist concept of Ujamaa, which came to dominate his policies. Nyerere retired in 1985 and was succeeded by Ali Hassan Mwinyi but remained the chairman of the Chama Cha Mapinduzi. He died of leukaemia in London in 1999.
Rather than focusing on class struggle, Nyerere imagined the goal of socialism in Tanzania (and Africa generally) to be the restoration of the pre-colonial family unit. As members of a larger familial network, individuals were expected to support each other and share work, lessons that Nyerere believed laid the groundwork for a socialist education.
Nyerere used Ujamaa as the basis for a national development project. He translated the Ujamaa concept into the institutionalization of social, economic, and political equality through the creation of a central democracy; the abolition of discrimination based on ascribed status; and the nationalization of the economy's key sectors.
