I use the paid version hosted on Steam, Dungeon Painter Studio ($14.99), but the free version is pretty good as is.

My MapForge software can handle all three. It's not for mapping whole continents or globes, however. Me! I am your tool. Commision me for a full-scale earth-size map for only 50 bucks.
