For my work PC with limited access to various system folders, here's what worked for me. Click on Start menu icon in lower left corner of taskbar area and type in Snipping Tool: t: You will be directed to the Apps area, then select "Default Apps": Scroll down the list for Screen or Snip. My PC showed MS-Screenclip or I could select Snipping Tool.
I just got my update to Windows 11 a couple of days ago. Everything seems pretty good, except that the snipping tool doesn't work anymore. I used to use the shortcut, Windows Key + Shift + S, while I was on Windows 10. It opened the Snip & Sketch app, and it was perfect. After the update, the shortcut doesn't work anymore.
