Perry is featured as the star of the B-plot for every episode of the series, alongside his nemesis Dr. Heinz Doofenshmirtz. A mostly silent character, his lone vocal characteristic (a rattling of his beak) is provided by Dee Bradley Baker. Perry is the pet of the Flynn-Fletcher family and is perceived by his owners as mindless and domesticated.

Daniel Kingsley Povenmire (/ ˈ p ɒ v ən m aɪər / POV-ən-mire; [5] born September 18, 1963) [6] is an American animator, voice actor, writer, director, and producer. With Jeff "Swampy" Marsh, Povenmire co-created the Disney Channel animated series Phineas and Ferb and Milo Murphy's Law, in both of which he voiced the character Dr. Heinz Doofenshmirtz.
At the end of the roast, Dr. Doofenshmirtz reveals that it was a scheme to take over the Chibiverse by covering it with glue using his "I'm Rubber And You're Glue Whatever You Say Bounces Off Of Me And Sticks To You-Inator". The Inator then self destructs after the chibis compliment Dr. Doofenshmirtz.
