  10. Contacting support helped me finally create one after repeatedly trying for weeks, because apparently they can do something that allows you to create one. I kept repeatedly getting errors. The site might've though I was a spammer or something. Apparently they can escalate it or something, as an advisor said. All I had to do was contact support.
