The EBR is an 8x8 wheeled reconnaissance vehicle based on the previous Panhard AM 40 P/Model 201, a light armored car born before the Second World War, but remained only at prototype level. After the war the new contest for a postwar armored car saw the Panhard proposal as winner against two other French firms.

The HBR 5 model (1954–1959) was Deutsch and Bonnet's (DB) most successful project to date, with several hundred of the cars produced until 1959. [1] Another small series of lowered and lightened cars called "Super Rallye" occurred in 1960 and 1961. [2] Around 660 of the Mille Miles, Coach, and HBR 4/5s were built in total. [3]

Whilst the oscillating turret was unsuccessful for the heavy tank, it proved more successful in allowing light tanks and armored cars to carry an unusually heavy main gun of 90 mm. In French doctrine, light reconnaissance vehicles were heavily armed and expected to also fulfill a role in defending the flanks of a main force.

In the early 1960s, the decision was taken to rebore the SA 49 to the internal dimensions of the D 921A 90 mm low-pressure rifled gun (CN 90 F1) of the AML-90, allowing the retroffited EBR to also use the powerful OCC 90 EMP Mle 61 fin-stabilized HEAT shell fired at a muzzle velocity of 750 m/s (2,500 ft/s).
