    That is key for the allies at the start. Russia will also attack the other property with the fighter next to there 2nd complex. This accomplishes the following : 1) Leaves Germany with only 4 fighters. 2) Allows Britian to keep it's fleet and buy a carrier & 2 destroyers. This is how the allies create an advantage to start the game in my opinion.
