On July 1, 1960, control of the Military Personnel Records Center was transferred to the General Services Administration. The three active-duty military records centers at MPRC—the Air Force Records Center, the Naval Records Management Center, and the Army Records Center—were consolidated into a single civil service-operated records center.

The work of preparing for publication of the Official Records of the Union and Confederate Navies in the War of the Rebellion, which was begun 7 July 1884, was organized under the superintendency of Professor James Russell Soley, United States Navy, at that time librarian of the Navy Department, afterwards Assistant Secretary of the Navy. It also had responsibility for the United States Naval Academy, which previously under been under the jurisdiction of the Bureau of Ordnance and Hydrography. In 1867, the Navy Department took the Academy under direct supervision, but for many years the Bureau of Navigation continued to provide routine administration and financial management.
The Bureau of Ordnance was established as part of the Department of the Navy by an act of Congress, on July 5, 1862 (12 Stat. 510). The act split the Navy's existing Bureau of Ordnance and Hydrography (1842–1862) into two entities by transferring hydrographic functions into the newly established Bureau of Navigation.
