The Vortec 7400 L21 was a commercial version of the Chevrolet big-block engine used in the medium duty truck platform. Its design shared much with the L29 454, but with the addition of forged pistons and crankshaft, and coil near plug ignition. It had slightly reduced power compared to the L29 454 and used a different PCM.
The big-block engines initially used a forged crankshaft with a stroke of 3.975" for the 1965-1967 425 and 400 CID versions; starting in 1968, both the 400 cu in (6.6 L) and the 455 cu in (7.5 L) big blocks used a stroke of 4.25 in (108 mm), with crankshaft material changed to cast iron except in a few rare cases.

This was Chevrolet's second 4.3L power plant; four other Chevrolet engines displaced 4.3L: the Vortec 4300 (a V6 based on the Chevrolet 350 cu in (5.7 L), with two cylinders removed), the original 265 cu in (4.3 L) V8 in 1954, a bored version of the stovebolt-era 235 inline six displacing 261 cu in (4.3 L), and a derivative of the Generation II ...
Most early V8 road car engines also used a flat-plane crankshaft since this was simpler to design and build than a cross-plane crankshaft. Early flat-plane V8 engines included the 1910 De Dion-Bouton engine, the 1915 Peerless engine, and the 1915 Cadillac engine. A flat-plane crankshaft is used by many V8 engines fitted to racing cars.
