The Nebraska Synod joined the federation in 1904. In 1917 the synods voted to turn their federation into a formal union, known as the Evangelical Lutheran Joint Synod of Wisconsin and Other States. By 1930, the merger and other factors had pushed the Wisconsin Synod to become a primarily English-speaking synod. The present name was adopted in 1959.

The Synodical Conference was founded at St. John's Evangelical Lutheran Church in Milwaukee, Wisconsin, a member at that time of the Wisconsin Synod.. In October 1870 the Ohio Synod contacted the Illinois, Missouri, Norwegian, and Wisconsin synods to see if they would be interested in a union of Midwestern confessional synods.
Some time later, the mission was relocated to the southwest corner of 60th and Lloyd, across from the Synod's Seminary. On May 20, 1921 St. James congregation was officially organized. When the seminary relocated, the church moved its chapel for a third time, to the east side of the intersection, where the church is situated today.
