Mahadalit is a term which was coined in 2007 by the government of Bihar for the poorest social groups within the Dalits [1]: 38 another called Aazad people who are original inhabitants of South Asian sub-continent. However, the term "Mahadalit" is not a part of the Indian constitutional terminology.
Chief Minister of Bihar Nitish Kumar said that the exercise is not caste census, instead its a caste survey. [ 38 ] [ 39 ] [ 40 ] On 4 May 2023, Patna High Court stayed the caste-based survey in its interim order, and directed the state government to keep the survey data, collected so far preserved till the next date of hearing (July 3, 2023).
The party though headed in Bihar by a lower-backward caste leader Karpoori Thakur, consolidated the upper-backward castes. The latter were conspicuous to share power within the Party with the upper-caste, and the social structure of the Lok Dal even provided the Lohiaite upper-caste leaders to play a second fiddle within the party.

With most of the tribal areas going to Jharkhand after the bifurcation of Bihar in 2000, the tribal population in Bihar is less than 2%. Bihar Government issued gazette notifications for raising the quota to 75% after Governor Rajendra Arlekar gave his assent to two bills. [9]
