So cleaned/filleted fish can be considered mutilated. I truly believe they keep the rules vague in order to make it easy to bust people at their convenience.

2590 posts · Joined 2001. #3 · Mar 21, 2010. Linwood Beach Marina (formerly Hoyles) has a fish cleaning station. Hunting is the ONLY governmental program that has: Paid its own way since its inception, AND. Policed itself with its own funds, AND. Educated itself with its own funds, AND.
The head,tail and skin is still in one piece, goes in the bag along with the guts which is in a 5 gal. bucket with a lid. No flies or bees. A quick spray with the hose after each fish to get rid of any scales or slim on the board. This way the boat is clean and the fish are cleaned before it goes back in the garage.

If you're looking for eggs I'd go late morning and ask the charter boat guys that are cleaning fish. I'd also check the walk in freezer where the remains are kept in trash cans.

The reason you do not see a fish cleaning station at a DNR launch is that launches are funded through the waterways commission. Funds can only be used to improve or enhance boating access. The staff of the DNR have worked diligently with us to find another funding source for management and maintenance of the fish cleaning station at Crocker.
However, it isn't like a DNR fish cleaning station that anyone can use whenever. This comes up about once a year because there are a lot of people who feel somehow the charter fleet managed to get a lock put on a state paid for fish cleaning station and use it for themselves, which upsets a lot of people.
