Cities in Vietnam are identified by the government as settlements with considerable area and population that play important roles vis-a-vis politics, economy and culture. Status of cities falls into four categories: special, first class ( I ), second class ( II ), and third class ( III ).
The District and Street names of Vietnam's cities have been fluid in recent history. The French gave French names to most of the streets of Hanoi, Saigon and other major cities, often ignorant of existing Vietnamese names. When French control of Vietnam ended in 1954, these names were replaced in both the North and the South. [7]

South Vietnam, officially the Republic of Vietnam (RVN; Vietnamese: Việt Nam Cộng hòa; VNCH, French: République du Viêt Nam), was a sovereign country in Southeast Asia from 1955 to 1975, with its formation in 1949 as the State of Vietnam. Its capital was located in Saigon (renamed to Ho Chi Minh City in 1976).

The origin of Southern Vietnam (Basse-Cochinchine in French, or Lower Cochinchina) was the Kingdom of Funan (from 1st century CE until 6th century CE) and Khmer Empire (from 8th century CE to 17th century). Southern Vietnam was conquered by the Nguyễn force in the 17th and 18th centuries from the Khmer kingdom. [2]
