The AC4400CW was the first GE locomotive to offer an optional self-steering truck design, intended to increase adhesion and reduce wear on the railhead. [1] This option was specified by Canadian Pacific Railway, Cartier Railway, CSX for their units 201-599, Ferromex, Ferrosur, and Kansas City Southern Railway.
All 125 examples of this model are owned by the Norfolk Southern Railway. The C40-9 is the only model in the Dash 9 Series to feature the standard cab design. All were built with rooftop-mounted air conditioners which gives them a rather unusual and distinctive look - and were quickly coined "top hats" by the railfan community.
The GE Dash 9-40CW is a 4,000-horsepower (3,000 kW) diesel-electric locomotive built by GE Transportation Systems of Erie, Pennsylvania, between January 1996 and December 2004. 1,090 were built for Norfolk Southern Railway, as road numbers 8889 to 9978. 53 GE Dash 8-44CWs built to Dash 9 specifications were also built for CSX Transportation, carrying road numbers 9000 to 9052.

The design has since proven popular with North American railroads, although some railroads, such as CSX and Canadian Pacific, preferred its AC equivalent, the AC4400CW. Because of more stringent emissions requirements that came into effect in the United States on January 1, 2005, the Dash 9-44CW has been replaced in production by the GE ES44DC.
