Puffers basically eat every day and they will eat alot and need a tank with good filtration. My dogface puffer could eat 6 clams a day and still be begging for more. I have a 75g aquarium currently stocked with 2 clownfish, 1 neon goby, 1 yellow watchman goby, 1 cleaner shrimp, 1 margarita snail, and around 15 hermit crabs. I recommend NOT starting off the 20 with brand new water. Instead, if possible, use at least 10-gal from his old tank to avoid rapid changes in water.

When you say yellow spotted puffer, did you mean blue spotted puffer, Canthigaster solandri. In a 60g that would work but would be too small for a dogface or other puffers not in the Canthigaster genus. All the boxfish I know of require much larger tanks, the smallest being the cubicus which still requires a 6' tank.
The tank is a six foot 125 with a 55 gallon sump. There is a good amount of rock in the DT, but there are no other fish in the tank. Nitrates have been high, but I have brought them down to around 30 with water changes. The puffer isn't breathing heavy and it is very active (and interactive) around the tank.
