I find that the Co-Branded cards are easiest to get..As just last week I Apped for the Citi Premier and was turned down for too many Inq.Than just 3 days later got approved for the AA Citi Amex..10K limit...This is my 3rd Citicard approval in 8 months..2 AA cards and 1 Hilton reserve..10K,11K,12K limits....All approved after being turned down for their Non-Cobranded cards
In my experience, there is "no" easy Citi card to get. With Citi, unless you meet their computers parameters, you will be declined without exception. Credit analysts cannot overturn auto declines. But yeah you should see if you have any pre-qualified offers on CitiBank first. If you do just apply for a regular CC. More useful than SC. When someone is trying to re-establish credit after a big bankruptcy or some other credit catastrophe it seems reasonable to be concerned with what credit card might be easiest to get because picking a card with a high probability of approval will limit the number of hard inquiries.

They're a stickler for the rules; you won't be approved unless you meet all of their computer's approval parameters. I’m new to the Citi. I think the Costco Visa is the hardest Citi card to get. And I agree with @Credit12Fico that the Custom Cash and Double Cash are easier to get. I also think Citi is generally one of the hardest big banks to get approved by (easier than US Bank but harder than Chase). Typical starting limits I see with Citi are between $5-7k.
