LITTLE ROCK, Ark. (AP) — Arkansas' highest court on Thursday upheld a voter ID law that is nearly identical to a restriction struck down by the court four years ago.
A 2008 study found that the strictest voter ID laws reduced voter turnout relative to the most lax form of such laws (stating one's name). The same study reported that "the stricter voter identification requirements depress turnout to a greater extent for less educated and lower income populations, for both minorities and non-minorities."
Arkansas updated its voter identification law in 2021. Before that, when voters could not provide state-issued photo identification, they could sign an affidavit to swear their identity.
Section 8 of the act sets out requirements for how states maintain voter registration lists for federal elections. The act deems as timely those valid voter registration applications by eligible applicants submitted to designated state and local officials, or postmarked if submitted by mail, at least 30 days before a federal election.
