As9s. as another user has posted. windows button - > cmd - > in the command prompt type - > winget install "Samsung Notes" -> and it will ask you to confirm Y 2 or three times and will install it. than just login in the app on PC and wait 1 hour to sync.
for eg. they allow latest version of quick share to install on ALL windows PC regardless of it is galaxy book or other brands' laptop or any other non-branded customized windows PC/desktop but blocking those non-galaxy books PC to install their latest version of samsung notes etc.
Solution 1: YOU CAN UPDATE VIA MICROSOFT STORE or install with winget. Run the .bat file (you can download below), this will change the bios model number and manufacturer to one of Samsung's devices (laptop) which will allow Samsung Notes to run without any restrictions.
