The monument, designed by Filipino sculptor Toym Imao, is located within the Laguna Sports Complex in Barangay San Juan. It depicts Rizal as a sportsman in fencing attire and holding a foil. Although reported to be the tallest Jose Rizal monument in the world, the Rizal Monument in Manila remains the tallest as its height includes its obelisk.
The original plan was to build a 16.4 feet monument. However, then Mayor Chipeco learned that the monument being sculpted is behind the current tallest Rizal monument in Nueva Vizcaya built by a Jordanian national.
