The Council of State (Arabic: مجلس الدولة العماني Majlis ad-Dawla al-ʿUmāniyyi) is the upper house of the Council of Oman. It has 83 members all of whom are appointed by the Sultan. The other house is the Consultative Assembly (Majlis al-Shura).
The Consultative Assembly (Arabic: مجلس الشورى; transcription: Majlis al-Shura) is the lower house of the Council of Oman. It is the only legislative body in Oman of which all members are democratically elected. The other chamber of the parliament is the Council of State (Majlis al-Dawla). The assembly consists of 90 elected members.
The Council meets at the request of the sultan to study and discuss matters raised by him, taking all its decisions on the basis of a majority vote. The sultan addresses all the members of this council on an annual basis. [2] There are 15 women members (14 of them are in the state council) among the 169 members of the parliament. [3]

The Council of State was established in December 1997 with a Royal Decree which states (article 17) that "the State Council shall assist the Government to implement the overall development strategy and shall contribute in deepening the roots of the Omani society, maintaining the achievements and ascertaining the principles of the basic law of the state".
