Wagner born in Tamaqua, Pennsylvania, on September 19, 1897, the son of Samuel Paul Wagner (1872–1944) and Emma Elizabeth Fox (1874–1939). [1] His father was a traveling salesman who died several days after Wagner's election to the Pennsylvania State Senate. [2] Wagner graduated from Tamaqua High School in 1915.
