Most municipalities in Pennsylvania must follow state law except where the state has expressly given jurisdiction to the municipality, and are therefore subject to the Third Class City Code, the Borough Code, the First Class Township Code, the Second Class Township Code, or other acts for sui generis municipalities.

The Assembly further adopted the Optional Third Class City Charter Law in 1957, and in 1968, the new Constitution declared that "Municipalities shall have the right and power to frame and adopt home rule charters." The new Home Rule Charter and Optional Plans Law, creating that right in the statutes of the Commonwealth, was passed in 1972. [3]

Monroe Township is bordered by Snyder County to the north and east, Susquehanna and Greenwood Townships to the south, and Delaware and Fayette Townships to the west. The unincorporated community of Richfield is situated at the northern border of the township. Other communities in the township are Evendale, Kellerville, Stony Run, and Knousetown.
Monroe Township surrounds the borough of Monroe, commonly referred to as "Monroeton", but is separate from it. Towanda Creek flows through the northern part of the township and through Monroeton, and is followed by Pennsylvania Route 414. The unincorporated community of Powell is located along PA 414 near the township's western border.
