In 1903, Charles A. Whitney in partnership with C. F. Pierce established a wooden toy manufacturing business [4] in the mill. In autumn of 1903, Charles bought his partner's share in the business and then persuaded his brothers Fred O. and Mark A. Whitney to join him in the venture, producing the namesake company.

Its worldwide headquarters is located in the Chatsworth district of the San Fernando Valley region of the city of Los Angeles, California .
The Whitney Brothers who had this plant built were sons of Frederick Whitney, who had established the F. A. Whitney Carriage Company located across Whitney Street. The brothers had begun the manufacture of boxes in 1886 in a building nearer downtown Leominster. The business was a success, and this plant was built in 1893 to house its operations.
