The legislative organs of government are the National Council and the National Assembly. They make the laws of the country. The judiciary organs of government are the courts. The highest court of Namibia is the Supreme Court. There are also the high courts and lower courts. [1] The Namibian government is partly centralised and partly regional.

Politics of Namibia takes place in a framework of a semi-presidential representative democratic republic, whereby the President of Namibia is both head of state and head of government, [1] [2] and of a pluriform multi-party system. Executive power is exercised by both the president and the government.
The Cabinet of Namibia is an appointed body that was established by Chapter 6 (Articles 35-42) of the Constitution of Namibia. It is mandated to include the following positions: the President of Namibia, the Prime Minister of Namibia and any positions that the President so appoints. [1] All cabinet members also sit in the National Assembly.
The Ministry of Urban and Rural Development (MURD) is a department of the Government of Namibia.The ministry is responsible for regional governance (Regional Councils) and local governance (Local Authorities) and therewith plays an important role in the decentralisation process of the Namibian government.
The Parliament of Namibia is the national legislature of Namibia. It is a bicameral legislature and, thus, consists of two houses: [ 1 ] [ 2 ] the National Council ( upper house ) and the National Assembly ( lower house ).
The National Assembly is the lower chamber of Namibia's bicameral Parliament.Its laws must be approved by the National Council, the upper house.Since 2014, it has a total of 104 members. 96 members are directly elected through a system of closed list proportional representation and serve five-year terms.
