Shishio Makoto (Japanese: 志々雄 真実), known in the English anime in Western order as Makoto Shishio, is a fictional character from the Rurouni Kenshin manga series created by Nobuhiro Watsuki and the main antagonist from the Kyoto Arc, the second arc of the series.
Shishio Makoto (志々雄 真実) is the leader of the Juppongatana and the primary antagonist of the Kyoto arc. Shishio was Kenshin's successor as hitokiri for the Ishin Shishi. When the new Meiji government discovered Shishio's insatiable lust for power, they attempted to kill him and lit his body on fire.

Shishio is then challenged by Kenshin, but Shishio refuses to accept, saying that Kenshin is weak as a wanderer. Shishio tells Sojiro, his right hand man, to fight Kenshin instead. Shishio and Yumi Komagata leave the mansion. Sojiro and Kenshin both use the battōjutsu drawing technique, in which both swords are severely damaged.
Saitō catches up with Kenshin and after learning Shishio is in the village, they go to confront him. After meeting Shishio, Kenshin is attacked by Shishio's soldier, Senkaku. Kenshin easily defeats Senkaku but Shishio departs for Kyoto leaving Ōkubo's murderer, Seta Sōjirō, to fight Kenshin. The fight ends in a tie with both of their swords ...
While searching for Shishio, Kenshin meets Seta Soujiro again and the two rematch. Kenshin comes out victorious, and Soujiro, who originally believed Kenshin to be weak, is crushed and confused. Kenshin finally finds Shishio, Yumi and Hori waiting in the ship's hold. A duel ensues between Kenshin and Shishio, who easily overpowers Kenshin.
