The information requested should be submitted by logging into the CFARS application https://cfars.doj.ca.gov and navigating to Certificate of Eligibility and selecting "COE Transaction History". If you have any questions, please use the Report an Issue feature in the CFARS application. This is the first time they've ever asked for my 03FFL number.
NP! When you create your CFARS account, you will login and see a link on the left for AFS (Automated Firearms System) click that and fill out the info! Make sure the new address you enter matches back to your new official DMV record for your new address. I tested buying ammo 2 days later with my new address and I passed the insta $1 check.
If you are having trouble accessing your CFARS account and need a password reset you may call the Customer Support Center at (916) 210-2300. Please have your CA DL or CA ID, date of birth, and email address associated with your account ready in order for a Customer Support analyst to assist you.

When you call the 9162277527. If I remember correctly you press 1 for the general firearm reporting info. Then press the option for cfars online info. If you dont press anything then wait for the automated message to finish talking, it should give you the option to talk to a live person.
I simply went into cfars and updated that firearm’s address. It took me a minute to find that section and form but it had an “update info” spot and simply changed it to my new address. Went back the next day and was approved for ammo. The cfars was checking against the original address on the gun and it conflicted with my ID.
So, onto CFARS i went. Filled out a report and sent it in. 2 weeks go by, I get a reply back saying the following Please upload clear full-length photos of both sides of the firearm, a close up of serial number, magazine release, make, and model to this transaction and resubmit within 30 days for processing.
So I’m trying to buy ammo a year after buying my gun and bulk ammo in one go. However during this time I’ve moved and my ID has the wrong address but my new registration is good. Guy at the gun shop said that with my Registration and an updated cfars account I’m good.
It may take a while for CFARS to add you to the database (as in a year) from your report. However, you can purchase ammo at the range (and technically you have to use it there) without being in the database. Now, if you just happen to see a firearm here in CA and purchase it, then you will be added to CFARS by the time you pick it up.
DOJ CFARS CRIS submissions went from Complete to In Progress I submitted 8 firearms to the new resident report online. I finally received 4 emails saying that the DOJ accepted my submission and will notify me in writing via snail mail. 4 of the firearms were marked as Complete.
