Trying to update an app and the App Store is recognizing the wrong Apple ID. I am trying to update an app and the App Store has the wrong Apple ID. When I go to settings it is the correct Apple ID. So where is it pulling the wrong information from?

Upon a fresh account creation for an iPhone 6s, it asks to "review account" information when attempting to download an app. This brings up a blank white page. I have tried signing into iTunes from the iTunes settings page, but it just says "this account hasn't been used to download any apps yet".
Once logged into the App Store Account area, there's still no option to logout. One can also get to the Game Centre profile after the App Store login, and the information in there is his. I notice the icon used beside my name in the App Store (lower left) is the icon for his account profile (in iCloud and Users & Groups).

The app store won't load my account information or update my apps For some unknown reason, when I try to open my account information in the app store it won't load. It just spins endlessly.
