    It's up to the boat owner to fill their own boat. I think the reasons are several, including fuel spills, filling the wrong hole (rod holder, waste, etc). It never bothers me, as I have a relatively small boat and I'm usually only putting $100 or $200 in at a time, and that doesn't take long at $3.50+ a gallon.
