Also, these processing timeframes can and do change over time so what you see now is not a guarantee. Note also that the timelines above only work if everything goes smoothly. If there is an RFE on your case at USCIS or something wrong the the first set of documents you submit to NVC it will add more time to the process.

When you get the citizenship you send in your request for an upgrade by either email or telephone. Usually you will get a response after about 3 weeks.
USCIS F2A processing is about 2 years. Visa Bulletin being current does not affect USCIS. What is important is that the Visa Bulletin is current once you are done at USCIS. Simple reason - it's known even on the basic level that F2A is for spouse and any children and that if one naturalizes during this process of waiting for F2A, they better have file I-130s from the get go or be prepared for the extra time needed for the I-130s of the catch up family members with the originally petitioned individual (spouse).
