United Nations Security Council resolution 1244, [1] adopted on 10 June 1999, after recalling resolutions 1160 (1998), 1199 (1998), 1203 (1998) and 1239 (1999), authorised an international civil and military presence in the Federal Republic of Yugoslavia [2] [3] and established the United Nations Interim Administration Mission in Kosovo (UNMIK). Kosovo is the subject of a long-running political and territorial dispute between the Serbian (and previously, the Yugoslav) government versus Kosovo's largely ethnic-Albanian population. Resolution 1244 permitted the United Nations to establish and oversee the development of "provisional, democratic self-governing institutions" in Kosovo.
The UNSC resolution 1244 set the framework for a political solution within Serbia, or for a substantial autonomy for Kosovo within the FR Yugoslavia. A unilateral declaration of independence cannot change the international regime established by the UNSC resolution, or decide the outcome of negotiations.
