Kuo was born in Taichung, Taiwan, the son of Kin-sueh and Fan-Po Kuo.He graduated from Taichung First High School in 1961. He earned his bachelor's degree in mathematics from National Taiwan University in 1965, then earned a Master of Arts in mathematics in 1968 and a Ph.D. in the subject in 1970 from Cornell University.
