The Commonwealth Court of Pennsylvania is one of two Pennsylvania intermediate appellate courts. The jurisdiction of the nine-judge Commonwealth Court is limited to appeals from final orders of certain state agencies and certain designated cases from the courts of common pleas involving public sector legal questions and government regulation.

In the 2021 general election, he was the Republican nominee to fill the vacancy on the Supreme Court of Pennsylvania left by the mandatory retirement of Chief Justice Thomas G. He is a former judge of the Pennsylvania Superior Court, serving from 2020 to 2024. He defeated Republican Carolyn Carluccio in the 2023 Pennsylvania Supreme Court election, winning with 53% of the vote.
