Administrative regions are used to organize the delivery of provincial government services. They were also the basis of organization for regional conferences of elected officers (French: conférences régionales des élus, CRÉ), with the exception of the Montérégie and Nord-du-Québec regions, which each had three CRÉs or equivalent bodies.
The reading public for Senegal's diverse press is largely limited to Dakar and Thies. Le Soleil is the quasi-official daily. Other major popular independent newspapers include the dailies Sud Quotidien, WalFadjri, Le Quotidien, Le Matin, Le Populaire, Il Est Midi, and the economic weekly Nouvel Horizon. The 14 regions of Senegal are subdivided into 46 departments and 103 [dubious – discuss] arrondissements (neither of which have administrative function) and by collectivités locales (the 14 régions, 110 communes, and 320 communautés rurales) which elect administrative officers.
