The Ministry of Home Affairs (MOHA, Vietnamese: Bộ Nội vụ) is a government ministry in Vietnam responsible for: organisational structure of state administration; local government organisations, management of administrative boundaries; officials, public servants and state employees; NGOs; state archives and state administration of public services.

Bình Định is a northern coastal province in the South Central Coast region, the Central of Vietnam. It borders Quảng Ngãi to the north, Phú Yên to the south, Gia Lai to the west and the South China Sea to the east.
The Capture of Nam Định (27 March 1883), a confrontation between the French and the Vietnamese, was one of the early engagements of the Tonkin Campaign (1883–86). In a brief campaign in the last week of March 1883, Commandant Henri Rivière captured the citadel of Nam Định, the second-largest city in Tonkin, with a flotilla of gunboats and a battalion of marine infantry.
Định was born from a peasant family in Bến Tre Province, and fought with the Viet Minh forces against the French. She was arrested and incarcerated by the French colonial authority between 1940–43, and helped lead an insurrection in Bến Tre in 1945, and again in 1960 (against the government of Ngô Đình Diệm).
