The county's boundaries largely followed three rivers: the Thames in the south, the Lea to the east and the Colne to the west. A line of hills formed its northern boundary with Hertfordshire. The county was the second smallest of the historic counties of England, after Rutland.
The north of the county is a lowland, part of the Thames basin. The south-east is part of the Weald, and the south-west contains the Surrey Hills and Thursley, Hankley and Frensham Commons, an extensive area of heath. The county has the densest woodland cover in England, at 22.4 per cent.

Mais's The Home Counties (Batsford The Face of Britain series, 1942), Norah Richardson noted that "the home counties" was a term in constant use but hard to define, but that Mais's definition of "the five counties around London County – Middlesex, Hertfordshire, Essex, Kent and Surrey" could not be improved upon.
