I'm assuming you mean to crop an image so that the data of a much larger image isn't still present. A crop tool within inDesign is absolutely needed. If you need to peace out an image it's now easy to do so to a .pdf in Adobe Acrobat, but it would be easier to do so right within inDesign.

The answer is that InDesign has some serious flaws in its functionality, and this is a big one. There is no way to do what the OP asked - a very basic and important task - to have a text box that repeats on every page using the master, has editable text, and remains tied to the master in terms of its size and placement.
In addition to Peter: unlocking objects with the anchor switch might be prohibited in the Indesign preferences. Check there first. Alternatively, there is a function like "Unlock all objects", available from "Objects" menu.
