In 1873 the Payson independent school District established a high school, the first such institution in Utah south of Salt Lake City. It closed in 1876 after Brigham Young Academy opened in Provo , [ 21 ] and a Presbyterian mission school offering education through grade 12 was established under Rev. Wildman Murphy. [ 22 ]

[13]: 8 [16]: 55 In 1921, a statewide effort was launched to improve academic standards in Texas normal schools to meet more closely the requirements of the University of Texas. [ 22 ] : 60 These improvements prompted a second name change in 1923, when the Texas Legislature renamed the school Southwest Texas State Teachers College .
The facility is named after Chief Peteetneet, the indigenous clan leader of a Tumpanawach Ute band, and a monument of him stands at the front of Center. The building houses a Daughters of the Utah Pioneers museum of pioneer artifacts, the Payson Historical Society, and the Peteetneet Arts Council as well as many community art and dance classes and events.
TSTC is the State of Texas's only public multicampus technical college, offering associate degrees and certificates in technical skills and trades on 10 campuses throughout the state. TSTC's headquarters are located north of Waco and are co-located with the Waco campus , the oldest TSTC location and flagship location.
