ODL provides information services and management to the state, assists local public libraries, and coordinates statewide library and information technology projects.
The library is governed by the 28-member Metropolitan Library commission: 13 of its members are appointed by the Mayor of Oklahoma City, 11 are appointed by various cities within the Library's service area, and one is appointed by the Board of County Commissioners of Oklahoma County.
The Bizzell Memorial Library, known also as Bizzell Library, is a five-story brick structure located at the University of Oklahoma in Norman, Oklahoma.It is an elaborate Collegiate Gothic or Cherokee Gothic building, designed by the architecture firm Layton Hicks & Forsyth and erected in 1928 during the administration of OU's fifth president, William Bennett Bizzell.

History. Public library service began in Tulsa County in the early 1900s. The first library was located in the basement of the Tulsa County courthouse. A Carnegie Library Grant for $12,500 was issued in 1904. The grant was raised to $42,500 in 1913 and to $55,000 in 1915. The original Carnegie Library in downtown Tulsa was demolished in 1965.
