Each year the Bill Evans Award is given to the person chosen as the best high school boys basketball player in the U.S. state of West Virginia. The award winner is selected by members of the West Virginia Sports Writers Association. The award has been given annually since 1970. [1]

Mark Cecil Workman (born March 10, 1930 – December 21, 1983) was an American professional basketball player from Charleston, West Virginia. He played collegiately at West Virginia University . Workman was the first overall pick in the 1952 NBA draft , by the Milwaukee Hawks .
The boys basketball team was the 2001 A State Runners Up and in 1949 were the State Class B Runners Up in Boys Basketball. In total, Oceana High School boys basketball accumulated 23 Sectional Titles, 14 Regional Titles, 4 State Runners Up and 3 State Championships before consolidation in 2002.
