Warden differs from Douhet in assigning leadership the highest priority, where Douhet espoused attacking the morale of populations. The Lord Warden of the Marches was an office in the governments of Scotland and England. The holders were responsible for the security of the border between the two nations, and often took part in military action. They were also responsible, along with Conservators of the Truce, for administering the special type of border law known as March law.
The creation and appointment of the Lord Warden, once among the most powerful appointments of the realm, by the Sovereign was instituted principally after the portsmen sided with the Earl of Leicester against King Henry III, in the Second Barons' War, and was intended to provide some central authority over the Cinque Ports, which were essentially otherwise independent of the King's sheriffs.
ARP wardens were initially set up in temporary posts (in homes, shops and offices) and later in purpose-built facilities, mainly at the junctions of roads. In cities, a warden post was responsible for a small area (larger in rural areas) with five wardens to every 4–5,000 people. In London there were approximately ten posts to the square mile.
