The 1960 Beloe Report was commissioned to look into a new exam which became the CSE.. The CSE was introduced to provide a set of qualifications available to a broader range of schoolchildren and distinct from the GCE (), that were aimed at the academically more able pupils, mostly those at grammar and independent schools (rather than secondary modern schools). Preparatory Stage: Classes 3 to 5, which will cover the ages of 8–10 years. It will gradually introduce subjects like speaking, reading, writing, physical education, languages, art, science and mathematics. Middle Stage: Classes 6 to 8, covering children between ages 11 and 13.
Candidates qualifying at all three stages are included on the examination's final merit list. The maximum score is 1300. The personality test is an interview which assesses the candidate's suitability for a career in public service by a board of unbiased observers.
